Houtoku Energy and a group known as the Network of Business Leaders and Entrepreneurs for a Sustainable Business and Energy Future announced on March 10, 2013, that they held an event in Odawara to promote community-driven, local energy production for local use.

Since the accident at the Fukushima Daiichi nuclear power plant in March 2011, initiatives have sprung up across Japan to promote local production and local consumption of energy, primarily renewables. At the event, three energy providers introduced their efforts to achieve local energy production and consumption.

Houtoku Energy of Odawara introduced its plan to build a community-funded solar power facility on forested land in Odawara that will have a total capacity of one megawatt. Tama Energy LLC outlined its citizen-based investment scheme to install solar panels on the rooftops of multi-unit residences and public facilities in Tama, Tokyo. Shizuoka Mirai Energy of Shizuoka City introduced its citizen-funded Community Solar initiative for the installation of small-scale, low-capacity photovoltaic systems that each have an output of under 50 kilowatts.

The Network plans to continue to hold events on a regular basis to share examples of renewable energy generation projects from around Japan with the goal of achieving self-sufficient local-energy systems.
