Tokyo Gov't Cuts CO2 Emissions by 3.3% in FY2005

The Tokyo Metropolitan Government (TMG) announced on September 14, 2006 that it had reduced greenhouse gas (GHG) emissions from government operations by 74,446 tons to 2,203,560 tons (CO2 equivalent) in fiscal 2005, 3.3 percent down from 2004 levels.

The TMG has been implementing its TMG Plan to Counter Global Warming since fiscal 2005, aiming at a 10-percent reduction of GHG emissions throughout its operations by 2009 from 2004 levels. It generates about 3 percent of the total GHG emissions in Tokyo.

At the Edo-Tokyo Museum and the Museum of Contemporary Art Tokyo, the TMG reduced energy consumption for air conditioning by adjusting room temperatures, in response to the results of a touch screen survey of visitor opinions. The TMG instituted a green purchasing system, which also covers electricity purchases, including the procurement of renewable energy to cover 5 percent of the electricity needs of the Tokyo Bunka Kaikan (a top-class auditorium).

The TMG also adopted the following energy-saving measures at its facilities: (1) introduction of energy-saving equipment as a joint project with an energy service company (ESCO); (2) introduction of power consumption monitoring systems at 30 facilities; (3) conversion from incandescent bulbs in traffic lights to light-emitting diodes, which last longer and consume only about 17 percent of the electricity; (4) adoption of trains on government-run subways to run with alternating-current motors controlled by adjustable-voltage adjustable-frequency inverters; and (5) operation of solar power generation systems at Asaka, Misono and Ozaku water purification plants and high-temperature incineration of sludge at sewage treatment plants to reduce nitrogen oxide (N2O) emissions.
