Kyoto Prefecture Introduces Insulating Film to Windows in Main Building of Government Office

Kyoto Prefecture introduced highly-efficient insulation film to all the windows of the main building sequentially from November 2007 through August 2008. As a result, heating costs as well as the air conditioning costs in summer were reduced. Also, the room temperature in winter rose approximately 2 degrees Celsius.

The temperature of floors and walls near the windows rises mainly due to visible light and near-infrared light of sunlight from the windows. The insulating film is a nano-film produced by Sumitomo 3M Ltd. It blocks 99 percent of ultraviolet radiation and 92 percent of infrared radiation. Made of nonmetal film, the film doesn't cause communication interference for cell phones, TVs or radios, and prevents glass pieces of broken windows from scattering.

Kyoto aims to reduce greenhouse gases from all governmental offices by 10 percent in fiscal 2010 compared to fiscal 1990 levels, according to an ordinance to promote global warming measures enacted in April 2008. The prefecture also implemented 40 kW of solar power station, and plans to take the initiative to carry out thorough efforts for eco-friendly offices.
