'Green Car' Taxes To Be Limited in Fiscal 2003

Japan's Ministry of Land, Infrastructure and Transport has announced that, in fiscal 2003 ¡Êstarting on April 1¡Ë, vehicles eligible for "Green" tax benefits will be limited and the benefit period shortened. The major changes planned are as follows:

1. Among the various types of low-emission and fuel-efficient vehicles, only "three-star" vehicles--those with emissions below one-fourth of the latest standards--will benefit from tax reductions.

2¡¥The length of time for automobile tax reductions will be reduced from the current two years to one year.

3. The acquisition tax for diesel-powered trucks and buses weighing 3.5 tonnes or more, and with PM (particulate matters) emissions not more than 25 percent of the permissible level for 2003, will be cut by 1.5 percent.

4. The automobile tax for "three-star" liquefied petroleum gas (LPG) vehicles with better fuel efficiency will be reduced by 50 percent for one year. Also, 300,000 yen (about U.S.$2,521) will be deducted from the value of the vehicle in calculating the automobile acquisition tax.

5. As for fuel cell-powered cars, the automobile tax will be reduced by 50 percent for one year and acquisition taxes by 2.7 percent.

These changes will become effective after the Diet approves an amendment to the Local Tax Law.
