Kyoto City to Enact Ordinance on Global Warming Prevention

Kyoto City, the birthplace of the Kyoto Protocol, will enact an ordinance tentatively called "the Ordinance on Global Warming Prevention" to promote effective measures against global warming. The city plans to enforce the ordinance during fiscal 2004 (starting April 1, 2004).

The city aims to reduce the total amount of carbon dioxide and other greenhouse gas emissions by at least ten percent of 1990 levels by 2010, but if current trends continue, the emissions are predicted to actually increase by 18 percent. This ordinance will be introduced as one of the measures to achieve the target.

The city will discuss details of the ordinance based on a recommendation submitted by the city's environmental advisory committee in May 2002. The specific measures under consideration include the promotion of low-emission and fuel-efficient vehicles for transportation, the introduction of energy-saving office equipment to businesses, and the encouragement of an energy-saving lifestyle to the citizens. As a major tourist spot, the city is also considering taking measures to raise tourists' awareness.
