Japan's Ministry of the Environment (MOE) published a survey on March 29, 2013, regarding local implementation of global warming countermeasures by local public entities such as prefectural and municipal governments. The survey reports that 78.8 percent (1409 entities) of all prefectural and municipal governments in Japan have formulated action plans pertaining to greenhouse gas reductions for their business and administration activities. This represents an increase of 26 entities since 2012.

Regarding regional measures against global warming, 81.8 percent (121 entities) of prefectural and municipal governments required to draw up action plans have already done so, which is an increase of 32 entities since 2012.

These action plans have been established by local governments under the Act on Promotion of Global Warming Countermeasures promulgated in October 1998. The MOE reported that the survey shows steady progress in the formulation of global warming countermeasures by local governments.
