Governors, Mayors in Tokyo Region Nudge Gov't to Fight Global Warming

On August 10, 2006, Japan's Eight District Summit Campaign to Stop Global Warming, consisting of the governors of Tokyo, Saitama Prefecure, Chiba Prefecture and Kanagawa Prefecture and the mayors of Yokohama, Kawasaki, Chiba and Saitama Cities, submitted to the government a request to implement and promote global warming countermeasures so that they can address common administrative issues that spread beyond district boundaries.

The requested countermeasures are the promotion of: (1) effective measures to cut down greenhouse gasses; (2) greater use of renewable energy; and (3) measures to increase forests that can absorb carbon gasses.

Included under countermeasure (1) are the following requests; i) to specify emission-cut measures, for example, by stipulating mandatory obligations to reduce greenhouse gasses, and ii) to set long-term goals from 2013 for sustaining reductions of greenhouse gas emissions.

Under countermeasure (2), the Summit requests: i) improving the subsidy system to introduce wind power plants and photovoltaic (PV) power plants; ii) reviving and expanding the national subsidy system for residential PV power systems; iii) promoting biomass energy and measures to secure necessary resources; and iv) enhancing financial support and reviewing the tax system with regard to new energies, such as biomass fuels.
