Budget Proposal for FY2003: Environmental Allocations Total 2.7 Trillion Yen

Japan's Ministry of the Environment announced that the budgetary allocations for environmental protection requested by national government ministries and agencies for fiscal 2003 totaled 2.7423 trillion yen (about U.S.$23 billion). This is a 5.8 percent, or 167.7 billion yen (about U.S.$1.4 billion), decline from the initial budget for fiscal 2002.

The breakdown is as follows:

1. Category: Conservation of the Global Environment
Allocation: 721.1 billion yen (about U.S.$6 billion)
Major Projects: energy conservation, alternative energy development, global environment monitoring, forest management, international cooperation.
Ministry/Agency: Ministry of Education, Culture, Sports, Science and Technology (MEXT), Ministry of Economy, Trade and Industry (METI), Ministry of Agriculture, Forestry and Fisheries (,MAFF), Ministry of the Environment (MOE)
2. Category: Conservation of the Atmosphere
Allocation: 237.1 billion yen (about U.S.$2 billion)
Major Projects: improvement of roadside environments, anti-noise measures around airports, low-emission vehicle promotion, atmospheric monitoring.
Ministry/Agency: Ministry of Land, Infrastructure and Transport (MLIT), Japan Defense Facilities Administration Agency, METI, MOE
3. Category: Conservation of Water, Soil and Ground Environments
Allocation: 1,100.1 billion yen (about U.S.$9.2 billion)
Major Projects: sewerage and drainage system management, water environment monitoring.

Allocation: 185.5 billion yen (about U.S.$1.6 billion)

7. Category: General Measures Supportive of Specific Measures
