Japan Ratifies the Kyoto Protocol

A proposal to ratify the Kyoto Protocol and a motion to adopt an accompanying Bill on Amendments to the Climate Change Policy Law were approved by a plenary session of Japan's House of Representatives on May 21, 2002. With approval by a plenary session of the House of Councilors, the Cabinet agreed to the official endorsement, and the ratification instrument was deposited with the United Nations on June 4th.

Of industrialized nations, Japan is the third largest source of greenhouse gas emissions after the United States and Russia, and the pact requires it to achieve a target for reducing its greenhouse gas emissions by 6 percent during the five-year period from 2008-2012.
