Musashino City, a part of Tokyo, launched a new system that allows eco-friendly enterprises and organizations to register as "Green Partners," on June 2, 2003. Green Partners are those who try to provide products and/or services with low environmental impact in their manufacturing to distributing processes. For example, a retail store is eligible if it sells green labelled products with simple packaging and uses low-emission vehicles for delivery.

Enterprises participating in this system are required to set up more than three specific targets for their environmental initiatives or formulate action plans of their own based on the Eco Action 21 Program, created by the Ministry of the Environment, and submit them to the city. The city is ready to send paid advisors to help applicants set up their own plans.

Once recognized as a Green Partner with an authorized sticker, the enterprise is required to submit annual reports on the progress of its environmental activities to the city, which in turn will introduce the achievements to the public. It is also highly beneficial for enterprises to join this system because they can expect to cut costs through their initiatives, by reducing the use of resources such as electricity and paper products.

Musashino City aims at improving itself as a sustainable city by boosting the number of enterprises to introduce environmental management through this registration system.
